New Federal Dereliction of Duty Law?

So, Ferguson has shown policing in America to be indescribably broken. Unfortunately, becuase of the system we have in place, far too many cops get away with murder. Some commit outright executions like in Ferguson, others shoot people who only have knives when theu could have used a shot to the leg. I propose a new Federal civil penalty- anytime an officer uses force, regardless of whether is was "justified" or not, he, AND any officers present at the time of the offense, will be liable for damages to the defendant or their estate. The officrt must prove that he had exhausted every conceivable alternative before using force, and that the level of force was the lowest possible.

Easentially, this means that even in justified cases, officers will generally have to pay big bucks to ANYONE they kill or injure. It removes tbe ability for a DA to drop tje charges to cover up for the department. Officers will basically prefer be injured rather than risk the liability that comes with using force.

It might have to do with the crimes they are exposed to and the attitudes of the people around them. But I think it is broken a lot, it always has been where the police are not accountable for their behavior.
Backjin the 60's the NJ state police picked up a teenager because of his bad beard, and drove him around to different police stations to hve them brand him with paper clips. When they finally released him (they were not up to murder, - oops too bad for him he had rich parents and they drove an investigation.

Mom told me to be very careful with police, in the 30's she was dating my dad and a police man stopped them and wanted my dad to get out of the car and "go for a walk" while he and his partner had their way with my mom. Instead of getting out,. my father floored it and they got away. It probably has always been this way. The only way it will change is if they are held accountable.
