If governmental bodies can't control their police forces, they'd better

load up on lawyers and insurance for all the lawsuits to come.

And if I were black, I would have a camera at the ready all the time.
As a matter of fact, I'd better learn how to run mine just in case. (just got a new smart phone)

know how to use their phone camera. The one you mentioned, other reasons could be accidents, various types of altercations, etc.
