Radical idea: Tie federal law-enforcement grants to clear goals

Last week, the crisis in Ferguson, Mo. prompted President Barack Obama to call for a review of federal programs that send military equipment and money to police departments. Now a policy proposal from the Brennan Center for Justice at the New York University School of Law suggests the president go further.

The center proposes the mind-blowing idea of tying federal law-enforcement grants to clearly articulated goals and then holding grant recipients accountable for meeting them.

Sounds like common sense, right? Not quite. The new approach, the center says, “would be a sea change from the current criminal justice system, which often either ties funding to no goals or to goals that directly or inadvertently promote mass incarceration.”
