The flag is not that of Russia - the country - but of the separatists in Ukraine. The title gives the impression that this a new flag of Russia, which it is not.

Because Putin sees the existence of a Ukrainian state as a fiction.

as was the Stars and Bars. Do not forget that a major cause of tensions was that the South wanted slaves states from sea to shining sea, caved out of the former Mexican and Louisiana lands. Ask Kansas folks about what the Dixie types were willing to pull.

It incorporates the Russian Naval Jack and Cross of St Andrew, the patron saint of Russia and Ukraine. Their national flag is white, yellow and black. Not sure about the symbolism of those colors. Donetsk and Lugansk also have their own flags.
