1. As First Lady she has absolutely no authority to do that.

She does not have an official government position giving her any power to do anything. She could advise the president behind the scenes but that's it. The Secret Service is under the Department of Homeland (yuk) Security and needs to be dealt with through that chain of command by elected and appointed officials with the power to do so.

The Secret Service is part of the Department of Treasury. Not Homeland Security. That is why the Secret Service handles money counterfeiting.
