It would be a winner for him either way.
If McConnell permits the vote, win or lose, it would show that Reid and the Democrats are willing to work with the new majority.
If McConnell filibusters with the 60-vote rule, that would look very bad for McConnell and the Republicans.
It is unfortunate, but this is the type of politics now being played in Washington. It's all a game to Republicans and you have to beat them at their own game.

It would be a lot easier no not bring up the vote, or vote it down. The party out of power is usually the one to filibuster.
