Was Boehner just using weasel words to appeal to the GOP, re: immigration?

Just heard his quote again..."If the president steps outside his authority" on immigration reform. Well, isn't an EO within the President's authority? Seems like he's still throwing red meat to the ignorant masses.

1. Boehner is hardcore on immigration. It has always been unclear to me why people think he is the weak

link.

So, no, he is not trying to appeal to the GOP. He is in phase with the GOP.

I just don't think he actually knows how to lead anyone in anything. It's his party, he can cry if he wants to...but he never seems to be able to follow through. Now he's actually threatening the president if POTUS does something he is absolutely empowered to do? More Boehner nonsense.
