On a day that New Jersey's unemployment rate ticked up while the nation's went down, Lt. Gov. Kim Guadagno, whose chief role is job growth, said the state is overall moving in the right direction and urged local leaders to partner with businesses large and small to keep them here and make them feel welcome.

Delivering the keynote address at the three-day New Jersey State League of Municipalities conference in Atlantic City, the foundering resort town that has come to signify the state's lagging recovery, Guadagno told roughly 500 municipal leaders and legislators that "we have to do better and we have to do better now."

Just hours before her speech, the state Department of Labor and Workforce Development released its monthly jobs report, showing New Jersey shed 4,500 jobs in October and sending the unemployment rate up, slightly, from 6.5 percent to 6.6 percent. The national unemployment rate is 5.8 percent, and while the country overall is seeing strong economic growth, New Jersey has recovered about half the jobs it lost during the Great Recession.

The uptick does not represent to Guadagno a stalling economy. She put the new unemployment figures in the context of recent history - namely 2012, when unemployment dropped to 9.8 percent.
