#1.) Stall the Grand Jury decision to the last possible moment.
#2.) Spend a week talking down to the Black community and White-splaining. "some of you may not like this decision, but please don't riot" etc.
#3.) Build up a massive army of cops in military gear. Put the very thing people are angry about right in their face for them to lash out at.
#4.) Wait until after dark to release the decision, after the voices of reason have all gone to bed. Whats the worst that could happen?

I couldn't think of any better circumstances for a riot. And I would wager that most of those doing the looting and burning had no connection to the protests at all and are just opportunists who came for the riots.

1. Can't imagine any Fortune 500

or any high profile company thinking of expansion to St Louis. If you doubt this,take a close look at were most of the new jobs are appearing. Sure is not in areas of turmoil or Racial disharmony. If they are building widgets at eight bucks an hour that's different,those companies tend to be run by assholes and manage by decention anyway.
