There is clear connection between torture, ill-treatment and corrupt practices, a UN expert says. 21 Oct 2014
Malcolm Evans, Chairperson on a UN torture prevention body, is in New York to present his annual report to the General Assembly.
In States with higher levels of corruption, he says, the chances of torture and ill-treatment being discovered or persecuted are slim.
States must therefore do more to tackle corruption, he concludes.
So far, 74 States have ratified the UN anti-torture treaty.
It's hoped that a newly-launched Convention against Torture Initiative (CTI) could spur more countries to sign the treaty.
The initiative is spearheaded by Chile, Denmark, Ghana, Indonesia and Morocco.

in a moral vacuum. How do you end up in a moral vacuum? For one thing, the limited liability enjoyed by (highly deregulated) corporations and shareholders tends to erode moral behavior. Why be good if being bad is more profitable and you won't be seriously held accountable for bad behavior?
By contrast, sole proprietors and partners in general partnerships are each liable for all the debts of the business (unlimited liability).

Someone like Bush would do absolutely anything. His corruption is small potatoes compared to his amorality.
