Putin boasts of Russia developing "science-fiction weapons"
But at the same time he said it will happen within the financial means of Russia, cheaper than in other countries. And it's not meant as the beginning of a new arms-race.

Let's see... IIRC
* scout-tanks with state-of-the-art sensory equipment - Germany
* combat-helicopters remote-controlled as drones - France
* armed drones - various countries
* miniature recon-drones - US
* self-driving combat-vehicles - in development, various countries
* weaponized laser - US
* rail-gun - in development, US
* exoscelettons - in development, US and South Korea
* bionics - in development, various countries
Meanwhile about 20-25% of Russia's academics ponder leaving Russia because of Putin's politics, Russia is running out of money, Russia is diplomatically isolated...
But don't worry: Putin will modernize the russian military at low cost by giving them new rifles.
In 30 years, in western armies the elite-soldiers will have power armour, tactical HUD and will go to war accompanied by armed robots and spy-drones. And if they get blown up, they get patched together with bionics or 3D-printed, bio-printed or cloned spare-parts.
What will Russia's army have?
Russia still thinks, it's a superpower, but when people look for political, industrial or technological advice, they don't look to Russia. Imagine a world without nuclear bombs. Would Russia have relevance in such a world?
