What are "stress evacuations"?????

NBC news says:
US officials say American presence in Yemen remains essential to intelligence gathering and counter-terrorism operations against al-Qaida,
but stress evacuations would be ordered if a serious threat is seen.



And of course we have noticed that we are in Yemen now, altho the "American presence" is not defined or numbered.

"... but stress that evacuations would be ordered if a serious threat is seen."

That's still judged as non-normative by some.

"but stress (that) evacuations would be ordered if a serious threat were seen." Which says what would happen and what has not yet happened by using a contrary-to-fact subjunctive.

I completely did not get that reading.
My brain was so used to the term "stress positions"....

"that" would have been so helpful to the sentence.
