The final route of a proposed high-voltage power line should be moved out of the heart of the Sand Hills, according to the U.S. Fish and Wildlife Service.

The federal agency says a new route would avoid harming habitat important to threatened and endangered species and migratory birds.

But Nebraska Public Power District, the power line builder, says the route is final, and there will be no changes.

The federal agency’s proposed change “is not a feasible alternative” because it doesn’t satisfy the controversial 220-mile power line’s purpose and need, an NPPD executive wrote in a letter Wednesday.
