This is awesome!
The Every Kid in a Park initiative is part of an effort to get schoolchildren outdoors and more active. It will start in the school year that begins next fall, which coincides with the 100th anniversary of the National Parks Service in 2016.
Family admission to national parks usually costs $80 for an annual pass, but fourth graders and their families will be able to get a free pass that will give them admission to national parks, forests, wildlife refuges, and other federal public lands and waters, according to a White House official who spoke on condition of anonymity to allow the president to make the announcement.

I spent the big bucks (ten of them) a few years ago for my Golden Age Passport. Once you turn 62 you're eligible, and it lasts forever. Unless you lose it, then you'll have to buy another one.
And at many of the parks family members get in free along with the senior.

At Gwendolyn Brooks College Preparatory Academy in Chicago, the President speaks at the designation of three new National Monuments, February 19, 2015.
The announcement in the OP is in this video with the creation of the three new monuments.
He also makes the point these lands are not just for the rich. Which is what the move to privatize the parks really is about giving them their own fiefdoms.
And he brings up the labor history, the right to organize with unions and racial discrimination!

A trip to a National Park could change the lives of some of these children. For many it will be an experience they'll never forget. We need to stop spending money on bombing countries to smithereens and devote more to improving the quality of life for all Americans, such as providing free access to parks and museums.
