State Dept. Cables or Emails?

For official doesn't State use cables, as opposed to each employee emailing each other?
Would email be considered unofficial in certain circumstances?
I get the fact that some are fishing for BS, but during certain circumstances it would seem that a protocol would be in effect for all employees to maintain that level of communication.
And isn't there a level of security-related clearance involved with releasing any State Dept. correspondence?
Why would these emails be open to general release to begin with?

In her presser today she said she never sent emails with classified information, which is protocol as far as I can recall. Everyone knows that email isn't private which is why she probably used the "cables" or phone to engage in classified discourse.

but try to get most to understand that part is like trying to pull a mule up a ladder.

They would send classified correspondence via diplomatic courier. Email by its very nature is not secure. I think that was the reason for Clinton's reference to procedures for classified communication after saying she didn't send it by email.
