Tax credit if you adopt a cat. I hope this becomes a reality. Every state should adopt this. We owe it to our furry friends.
In my state, some shelters charge over $200.00 to adopt a kitty. This would help offset the cost and make it more attractive to adopt one of these wonderful pets.

4. How about adding a tax on kittehs (and puppies) bought from a mill?

There are enough adoptable pets out there without people needing to spend $$$ on their "special" breed.
