...it's a double standard of use of force all across America, where black individuals are subject to disproportionately violent confrontations by law enforcement officers compared to non-blacks for similar offenses. That's certainly a good example of the restraint from officers the black community is asking for in many precincts around the nation.

Another cell phone video gives new perspective in the arrest of Freddie Gray, the Baltimore man whose family said suffered a fatal spinal-cord injury after he was handcuffed and put in the back of a police van, reports CBS News correspondent

The new video, obtained by CBS Baltimore station WJZ, shows the police van, moments later, stopped a little more than a block from the arrest site.

Police say Gray was irate in the back of the van -- so they briefly removed him to put on leg irons.

The man who took the amateur video told police he saw it all.

"That man was in the f*****g wagon with cuffs on," he said.
