...on how big of a bully pulpit he uses.

If he can speak to the people in such a way to affect the next election, he can be an effective President in getting the House and Senate to vote for the interests of their constituents or face a challenge in their next election.

Fear of defeat could be a great motivator, in my opinion.

Look at the number of Republican Senate seats up for election in 2016.
