NYPD Officers Beat Autistic Teen in Front of His Home, Lawsuit Says

http://www.dnainfo.com/new-york/20150708/fordham/nypd-officers-beat-autistic-teen-front-of-his-home-lawsuit-says

Police officers threw a 17-year-old autistic boy onto the ground outside his Bronx home and punched him in the face — then hauled him to the precinct stationhouse where they questioned him before releasing him without charges, according to a lawsuit.

A lawyer for Troy Canales, now 18, said the NYPD violated the teen's civil rights during the Nov. 12 incident, which began at 8 p.m. after a pair of officers drove up and saw Canales leaning against a car outside his family’s house on Bainbridge Avenue in The Bronx, according to a lawsuit filed in federal court this week.

The lawsuit claims the officers clearly had no training in how to deal with people with special needs when they began haranguing Canales, who is verbally communicative but has a hard time making eye contact with strangers, about what he was doing there.

"The New York City Police Department’s practices, procedures, training and rules, including those in the NYPD Patrol Guide, do not account for, instruct on, delineate, or provide guidelines for Police Officer communication and interaction with people with developmental disabilities and autism in a constitutionally adequate manner," lawyer Carmen Giordano wrote in the lawsuit, which calls on the NYPD to improve its training of its officers to work with people with disabilities including autism.

And not just any autistic teen, either. The silly page won't let me copy the pic, so you'll just have to take a wild guess what color he is.

Because that is who police feel confident harassing or killing. I can tell by the title of the article. For shame.

when they had speech deficits that said "OFFICER, I AM NOT DRUNK. I HAVE A NEUROLOGICAL DISEASE." That was 30 years ago. Things have gotten far worse since then. We got the idea from the cards that said "I AM DEAF."

Yes, a lot of our patients returned after discharge, having been beaten by cops who ASSumed they were drunk and resisting arrest.

The cops have been out of control forever. There needs to be a way to fix it. Maybe if we focus the police union like the teacher's union and worry about people who murder you first.

You can still get such pics if you go to the source-code of the page:

1. right-click on the pic and "investigate element"

2. scroll through the HTML-code until you find the URL that leads to an image-file (something.jpg)

3. "edit HTML" and copy the URL

There ought to be a review board consisting of citizens with no connections or commitments to the PD or the city government who can oversee shit like this. Internal Affairs Bureaus only exist to come up with the most plausible BS alibis that will cover another fellow good ole boy's ass.

One arresting officer claimed he had “feared for his life” upon talking to Canales, according to the complaint.

Lying pigs.

Then he should be fired and stripped of his pension. Or maybe he can go to jail and learn how to talk to people. For fucks sake these cops are psychopaths.
