New York to Pay Settlement of $5.9 Million in Garner Case.

An agreement with Mr. Garner’s family, to resolve the claim over his killing by the police on Staten Island, appeared among the biggest so far as part of a city strategy to settle major civil rights claims even before a lawsuit is filed.
