Some districts (like KCK) waive fees if a student agrees to community service. Other districts (like Blue Valley) mandate activities, sports and clubs fees.

1. A lot of schools have tech fees for insurance.

They don't pay for the insurance because (a) moral hazard, (b) they can't require the tech devices. It's bad enough seeing the damage and neglect with insurance that the parents pay for.

In most districts, AFAIK, parents can just say "no" to them and teachers/schools still have to provide paper copies or equivalent resources. They're sort of optionally required.

Paying for buses, though ... First heard of that today, and then it was several times in different contexts.
