If Schumer wanted the Senate to kill the deal he likely could have made that happen

I am not happy with what his vote, but the fact he waited until after Obama all but certainly had the votes to sustain a veto in the Senate is a major help. He could have announced his opposition faster and worked people such as Gillibrand, Boxer, and Nelson. He didn't.

just ask tim kaine who sponsered the bill mentioned but endorsed the agreement
