2. Yes it is. However, municipal usually means local. IE city councils and city mayor like in the US

No way will women be allowed to run for anything that has national implications, yet.

6. I am not sure how much power an elected parliament in Saudi Arabia would have. It is a monarchy

and the king is in charge. Also, I believe that the royal family makes up the cabinet.

permission. The guardian is the closest male family member. And he is the one whose photo in on her identification card. Not her own picture--his.

Women are slaves in all but name only.

More like the 20th Century, when every civilized country had given women the right to vote.

Or even the 19th Century, when places like New Zealand and Wyoming Territory were granting women full voting rights.
