All Smirky wanted to do was grin and make photo ops in locations where they wouldn't show a lot of human misery. He even had one block's electricity turned on just for the time he was there that evening for the cameras to capture him. As soon as he was gone the temporary measures were removed. The few times he visited the Gulf area he jumped off AF-1 and went on a carefully scripted tour planned well in advance. When he arrived at the chosen location he hopped out of his limo, stepped in front of the camera, smiled and said a few words chosen by his handlers. And then it was back to AF-1. It was all show biz. No other US President ever just sat back and watched a major US city or region perish.
