Or maybe the Federal government should step in, because I don't see the red states following suit. They just want to talk about how much they love the military.

It shows what can be done, and it was a combined state, Federal and volunteer effort. I hope more states follow.

"Gov. Dannel Malloy has also set a goal to provide housing and support services for all homeless people in the state by the end of 2016."

I'm glad to see that they have achieved this, but when the needs of veterans are prioritized over people who haven't served it seems to relegate non-veterans to second class citizenship. I hear this argument often regarding healthcare as well as homelessness.
