Navy veteran Herb Duncan wants to see it back up because of the historical background. When he first saw the flag was taken down, it truly upset him.
“On the radio, I heard that the mayor had issued an executive order to have the Confederate battle flag taken down and removed. That set me on a course of education,” said Duncan.
That’s what Duncan expressed at the park’s board meeting Monday afternoon, but the city recommended to keep it down and replace it with the Kansas flag ...
