In 2000, when the GOP ran two Texans, they evaded the problem by having Cheney hastily and fraudulently move declare a move back to Wyoming. Cheney had at least represented Wyoming in Congress at one point in his life, so he had that much of a fig leaf. Neither Bush nor Rubio could set up a purported residence elsewhere with any credibility. It would probably survive a judicial challenge but would look really sleazy and cost them votes.
I do think Bush-Kasich is a plausible ticket. I'm still more worried Kasich in the top spot -- I think he's their strongest candidate.
