The magazine's executive editor explains that those numbers aren't dates:
"The arrows are taken from the graphic illustrating the story of Chinas economy 'The numbers to watch' and are Chinese 'targets'. As it happens, the numbers on the graphic were adjusted in the fact-checking process after the cover went to press."

that seems to explain most of the images but...the editor doesn't explain what specific 'targets' he's talking about.
Stockmarket indices for example don't show numbers in that format.
The growth of China's economy is also predicted to be much less than that.
So, we're none the wiser as regards those numbers.
