Are on the public portion of the bands and accessible to anyone, at least as far as dish and direct are concerned, I have had both and had those channels, and I've never had the top tier. I've always had to look for them though. My sister has cable, and also has both. I've always assumed it was part of the basic package?

other cable across the country it is a crap shoot.
But it is always available at freespeech.org
