Maybe he'll get a boost in popularity due to patriotism, but I doubt it.

Carter was at about that level when the hostages were taken in 1979. His numbers rallied to about 50%, but it didn't last.

The Democratic Socialist Party of France (Parti socialiste démocratique, PSD) was a French socialist political party founded in 1945 by members expelled from the French Section of the Workers' International (SFIO) following the Liberation of France for wartime collaboration with the German occupiers. They ceased to exist around 1950.

A wide variety of political parties are or were "socialist".

On the far right, the Nazis were also called National Socialists. Officially they were the Nationalsozialistische Deutsche Arbeiterpartei (NSDAP), which means "National Socialist German Workers Party".

On the far left are the Communists, some of whom ruled the "Union of Soviet Socialist Republics" from 1922 to 1991. As far as I can tell, their behavior was similar to that of (1) the Czars, who preceded them, and (2) Putin, who rules what's left of their empire. But their rhetoric was all about socialism. So much for political rhetoric.

Hollande, like Bernie Sanders, calls himself a socialist.

The main left-of-center party in Germany today is the Sozialdemokratische Partei Deutschlands (SPD), which means "Social Democratic Party of Germany". The SPD is a member of the Party of European Socialists and the Socialist International. So they too are "socialists".

The socialist label is completely misleading. I don't know how he would respond to terror, he hasn't had an opportunity to react yet. My guess is he will arm the socalled Syrian opposition like Obama does, and they will use the arms and training for more attacks on Westerners.
