So help me with a disconnect with the refugees

Bunch of republican pantywaist governors are up in arms about accepting refugees because they say they can't be vetted.
But then I read that the vetting process we use is so comprehensive that the average time for a refugee to be approved is 18 months.
So based on that...
1. Are these recent refugees or previous refugees that have gone through the vetting process
2. If these are recent refugees, and they are indeed going to go through the vetting process, then Obama will be out of office by then with the possibility (which I think is slim) of a republican being president, who could stop it. Is that not true?

So which is the correct scenario, or is there something I'm missing?
