He was behind the mining of Nicaraguan harbors, for which the U.S. was convicted in the Hague, and was given a pardon by GHW Bush before he could be tried for 7 counts of perjury related to Iran-Contra. Interesting company the amiable (or at least, until recently amiable) Dr. Carson keeps.
