Look at NY, CT, and CA: all three states have enacted bans on certain firearms and/or magazines. Rates of compliance with these measures is estimated at c. 10%. With a buyout system, that figure would rise...a bit. But even if it doubled, you'd still be looking at c. 64 million gun owners who would ignore a ban. What then...?

To stop mass shootings (or the much, much more prevalent "ordinary" shootings), we need proposals that will actually work. They'll be far less sweeping and spectacular (and far less emotionally satisfying), but we need things like universal background checks, opening the NICS database to more information (like mental health records, info on domestic abusers, etc.), actually enforcing the laws against making straw purchases, mandating proper secure storage, and so forth.

And guns are cuddly puppies.

Within a day or two, people will say that Obama wants to take away their cuddly puppies.

And Congress is a useless fucking chunk of soggy toilet paper when it comes to doing anything.
