Bill would give locals ability to change names of historical monuments (SC)

State Sen. Darrell Jackson of Columbia has pre-filed legislation that would give local governments, school districts and universities the ability to rename or change historical buildings and monuments in their jurisdiction ...

The bill seeks to amend the Heritage Act, which requires a two-thirds majority vote by the Legislature to change, remove or rename historical markers, monuments, buildings or streets on public property

“In retrospect, I think we went a little too far in limiting what local boards and what local governments could actually do,” said Jackson, a Columbia Democrat who helped write the Heritage Act.

The bill would allow leaders of those institutions to make those changes without petitioning the Legislature, he said ...
