Quickie question: Is all of Florida covered by the VRA?

It can be a patchwork quilt with these states and counties that are and are not covered by VRA.

I always thought that liberals and Democrats gave a pass to the Clinton Administration for not getting involved during the Florida recount and ultimate theft.

However, 5 counties are required to clear any changes to voting laws and procedures with the DOJ before implementing them.
