Honestly, pubbies, giving your guy a psychiatric diagnosis when stupid hasn't been a problem for your party in the past seems a bit odd to me.

Personally, I think he's just bone lazy, lazier than Reagan lazy, and keeps finding himself in that nightmare we all have about school--sitting down for a final exam and it suddenly dawns on us we've never been to that class or read any of the course material. He's lazy so he's unprepared and it doesn't dawn on him how bad it is until somebody fires a question at him.
