Since getting a ninth SCOTUS justice depends on Joe Biden and his rules, why doesn't Joe

write a new rule that says the president has to select a justice candidate and the Senate has to consider the candidate and vote on him/her?

We can call it Biden Rule 2016. Or Article II of the Constitution.

Joe's really dragging his feet on this.
