Section 3, Part C:

(c) LICENSE DISTRIBUTORS.—A provider of remote computing service or electronic communication service to the public that distributes licenses for products, services, applications, or software of or by a covered entity shall ensure that any such products, services, applications, or software distributed by such person be capable of complying with subsection (a).


Translated into English: It will be illegal to offer any kind of network based communication service that uses uncrackable encryption. I'm pretty sure that covers everything from Cryptocat to Signal, and maybe even Tor.

Which they can not crack without compromising their whole network.

Technically SSL also falls into this...

It's very stupid and will only cause greater data leaks of PCI/PII information.

On Edit: Given that Apple is trying very hard to make their iPhone the next credit card, having this type of weakness will make them untrustworthy. They are not the only examples. There are literally billions, if not trillions, of dollars riding on this.
