If NSA and FBI agents allow enemies of the USA to impersonate them on your phone and computer...

Can these agencies [or agents] be sued for information on how many other US citizens they allowed to suffer under a serious misconception for years?

This seems a very exotic scenario.
NSA/FBI allowing hackers/terrorists to impersonate agents...

According to the FBI email, hackers were claiming to be FBI agents, charging a fine to citizens, who posted certain things online. I have not found any record of FBI agents arresting these hackers.
