According to Georgia police, J.J. Harper was well-known in Georgia for his role in the local chapter of the KKK:

Law enforcement confirmed Harper's involvement in the white supremacy movement.

"Yes, he was. He had a membership drive on the courthouse steps," said Deputy David Grantham with the Dooly County Sheriff's Office.

During the standoff, Harper told officers and various news outlets that "someone was going to die today".

Harper shot multiple rounds at officers before walking back inside his home.

Agents confirm they fired a round at Harper before a gunshot was heard inside the home.
Police were called to the home after a domestic dispute. Harper kept police at bay for roughly eight hours, telling those on site that "someone is going to die today."

19. There are still Jim Crow gun laws designed to keep blacks unarmed on the books

NC is one example. In NC one must get a permit from the Sheriff before buying every handgun. It's a slip of paper that says you can buy a handgun, they used to be good for 5 years recent changes made it 3. Each one is $5 and when you buy the gun you give it to the dealer. That in fact eliminates the need for a background check.

That law has been on the books well over 100 years before anyone else ever thought of the idea of a background check. The requirements are harder to meet than the standard FBI NICS background check.

Sounds like a great idea, right?

But it includes such vague requirements as the person must be of "good moral character" and that is 100% at the Sheriff's discretion. So while race is never mentioned, it is well understood that "good moral character" meant white. And it left varied counties to set thier other own standard so some required letters of recommendation from "upstanding" members of the community, of course that meant white. The entire law was written in a way that never mentioned race once but left the authorities with broad enough discretion so as to ensure it was only used to deny the right to minorities.

I still remember my dad in the 1980's having to the two of the white guys down at the VFW to vouch for him and write him letters so he could buy a handgun.
