I've always wondered, do police still do Broken Windows policing under major disaster conditions?

Because I hate it when people concern themselves with petty little things when figuratively, the house is burning down.

Did the NYPD still do broken windows policing when 9/11 took place? Did the Orlando police lay aside petty minor matters because they're busy right now with a major terrorist attack and casualty event?

And anticipating this, NO looting is not a petty crime. It's very serious, and not what I'm talking about here.

I don't figure how stopping "broken windows" would have prevented 9/11 or any other major crime. Hoppy Jun 2016 #1

My experience is knowing police officers who worked during a tornado. They were very busy dealing with that, and cops in the other parts of town were spread thin. Nobody had time to write speeding tickets. Theft (of smaller amounts) likely resulted in a ticket. It just didn't make sense to arrest them at the time when it took up more resources.

That said, in Orlando, the investigators are very busy, but the Feds are in charge of this case. I would assume the street officers are not working this case, its business as usual for them.
