What are the requirements for a Referral:
* Can *one* p.o.s. CongressCritter do it on his own?
* Done by the Committee where the testimony was given? Majority vote? Unanimous Committee?
* By a vote of the whole House?
It would seem that if a Referral is so easy, NOBODY would ever testify about ANYTHING. Oh, then it would be Contempt of Congress!1
