Not their modus operandi at all. For one this not only required careful tactical planning but sniping skill. ISIS recruits are typically just pissy bored youth. And I doubt their boot camp makes someone an expert sniper. That'd take years to hone and serious military training, not what you'd get from a rag tag band of marauding rapists.

Secondly, this sort of surgical strike isn't like anything ISIS has done. They'd be more likely to fire shots, get the crowds to scatter in panic and then set up off suicide bombs. Even the Paris attack was quite different with no snipers.

that may be the case. Hatred blinds those who embrace it. I would not be surprised if it turns out to be so. There are so many who want a race war that they would not shy away from an opportunity to get one started, there have been a few well known attempts in recent past... if killing people of color won't do it, I'm sure there are a few who would take it to a level where white people would be the target. Some feel that whatever it takes is worth the sacrifice of a few of their own. I know there are some who feel that way in my neck o' the woods and they scare the crap out of me.
