I think he's used to being surrounded by people in his pay and under his sway.

They would have understood his 1st comment to mean that he was actually bothered by the baby crying and the mother "running around" and known that his repeated phrase of "don't worry, don't worry about it" meant that they should worry about it and make it go away, either by an underling taking care of it or a nanny removing his crying child.

In his privilege, he is used to having his slightest preference 'read' and acted upon to his satisfaction. The people who do that are the ones who get to stay in his employ.
