Trump's candidacy is all based on Trump making it up on the fly without anyone with the power to stop him doing stuff like this.

founder of ISIS, it was the first time out of his mouth because then he said, Yeah, that's right, the founder.
It was sort of like he let it roll around in his brain for a moment and then he thought Yeah! That will get him! Founder and Hillary is the co-founder!
