He probably had a temper tantrum about it before the speech, hence the puffy face.

He spends much of the book avoiding this back-handed gift from the gods, and tries teaching again, but nobody will hire him. He finally gets a tutoring gig for a well-to-do family whose scion is a star athlete who can't read for shit. King describes the boy reading aloud a western novel as a lonely machine gunner picking off the words one by one, but with no real comprehension.
Trump impresses me the same way as he's stumbling over the teleprompter. There's no indication that Trump understands what he's reading, or that the words have any relation to each other. It might as well read "Dinosaur frothing gym bag nearby faked new the house" for all the sense Trump seems to derive from it.
