Open bribing of a public official is no longer a crime?

A while ago a judge ordered the sale of a Trump property because of his stiffing a contractor on a painting job. Now we hear of his throwing money at a higher court judge and the media tries to claim it's only a problem because of how it might be perceived as inappropriate but then claims Citizens United made it all just hunky dory.
