I can give you the example of Michigan; term limits have had about the most negative effect you can imagine. The state legislature is in a constant state of flux, no one knows what they are doing, there are no safe seats, so everyone is running for re-election the second they get sworn in, there is no bi-partisan accord, and coalitions don't exist. Institutional knowledge isn't valued the way it should be, mainly because it isn't allowed to occur.
