Pretty sure OP got it wrong here. I'm watching this DVR'd right now. He's talking about drumpf whipping up the deplorables, turning them against the media at the rallies. He trashes the reporters, points to where they are, and turns the deplorables on them. The reporters are whom Matthews was referring to when he said "scum." Matthews wasn't calling the reporters scum. He was saying that drumpf is calling them scum, basically saying to the deplorables, "Go get them!"
Matthews - "Trump is apparently sicking the crowd, if you will, on the reporters. You know, it is something we've seen on tv. He does it over and over again. These people are scum basically, over and over. And the..the crowd..they know they're talking about the people in the room. They're not off somewhere."
Matthews was his typical self during this show. He was giving drumpf way too much praise. He said that drumpf's voters are way more excited than Hillary's voters. He gave drumpf credit for the dog whistle speeches of late (in which drumpf says the media and the establishment are trying to bring him and the deplorables down because they don't want change to the status quo).
Matthews - "What's really sad about this election..if it's gonna' be based on this..okay it's gonna' be based on this. Hillary Clinton might as well go sit in a rocking chair because this is going to take care of it."
Hugh Hewitt - "That's what she's done..she's done for a month."
Matthews - "But there is a problem here. The sentiment that drumpf tapped into - whether he believed it or not, and I have very great suspicions that he didn't believe in any of it. Concerns about trade and lost manufacturing jobs among the working class people in this country - all races...concerns about the lack of any reasonable control over immigration - that doesn't seem to be going on...and third wars that we really didn't benefit from in terms of our security and the perception that most people who are working class people whose kids had to go out and fight those battles...they're going to be betrayed by this. Because what'll happen is people are not gonna' vote on those issues. They're going to vote on the personal fitness of the candidate. And that I think is a loss. We should've had a vote, like they did on Brexit in England. Have a vote on the issues, and I'm afraid we're not gonna' have one."

Matthews - "I hate to break it to you, but I think most of the drumpf people would like to have 10 votes to vote, so they could vote against Hillary. And some of the people voting for Hillary - some of them would like to have 1/2 a vote to vote for her. The enthusiasm thing is not balanced. They are..look at the faces of some of these people. You can call them deplorables or whatever you want, that just makes them more committed. Isn't there a lot more 'oomph', Michael (Steel), in voting for drumpf..a lot more statement there? You vote for drumpf, you're saying something for life."
