They have whatever finances they have, and they have to deploy those resources to the places where it looks like the money is most likely to help Dem chances. A lot of polls made it look like Rubio was likely unbeatable. The DNC deployed money in places that looked more winnable.

Generals don't charge blindly up every hillside held by the enemy, they send their forces first against the ones they think they're most likely to win. If they win those, and they still have soldiers standing, and they either have ammunition left or they've acquired more ammunition and supplies, then they make the most difficult, unassailable hills their last targets.

It's encouraging that we're doing well enough now that DNC thinks it is worth putting money into fighting Rubio.

We all have to make decisions about how to spend money, how to deploy resources. DNC is no different.
